FHSAA Playoff Procedure

 


                                                                                                          
SFOA PLAYOFF POLICY 2008 


By the first meeting in October each crew referee will submit to the recommendation committee on Form A, a list of their crew members including an ECO who meet all of the criteria below.  To be considered as a Crew for playoff purposes the crew list must contain at least two field officials in addition to the referee.  By the same deadline all members not included on a crew list, except item 4, (including clock operators) who meet the following criteria must submit on Form A their decision and position to be considered for a playoff slot. 
1)      Playoff eligible per FHSAA rules
2)      Elect to participate in playoffs
3)      Worked at least 4 varsity High school games at the position from previous season through the first meeting in October of the current season
4)      Was a crew member for at least the last 5 weeks of the current season 


The recommendation committee will split the crews into batch A and batch B based on the weighted average of the listed field officials of the crew of the following criteria: i.e.    Three officials including the referee have a combined point total of 306.  The weighted average would be 306/3 = 102 weighted average. 


A.     FHSAA proficiency points as of first meeting in October


B.     FHSAA Rank as of the first meeting in October (Rank 1 – 25 points or Rank 2 – 15 points)


C.     If at least 2 evaluations were performed on each official on the crew during the regular season varsity games, points will be added to each officials points as follows: 1 rated evaluation-5 points, 2 rated evaluation-3 points, 3 rated evaluation-1 point. If enough evaluations are not performed on each crew, evaluations will not be added for any crew.


E.      To be considered a Crew for playoff purposes the crew must contain at least two field officials in addition to the referee.  If a crew has the ability to field a crew of 4 or 5 man from their regular season crew they would be awarded 2 additional points to their weighted average per official.  The maximum number of points added to the weighted average is 4 points…i.e. weighted average is 117.4 plus the addition of one extra field official (aka 4 official crew), would earn the crew a total of 119.4 points… i.e. weighted average is 117.4 plus the addition of two extra field official (aka 5 official full crew), would earn the crew a total of 121.4 points. 
Based on the number of participating officials the recommendation committee will calculate the number of crews to be submitted to the FHSAA.  The number of crews in Batch A will be equal to ˝ (or ˝ minus - 1 if there is an odd number) the number of total crews to be submitted to the FHSAA. i.e. 9 crews eligible ˝ minus one would be 4 in batch A and 5 in batch B.   
There will be a random drawing from Batch A to determine the order of the top half of the crews to be submitted to the FHSAA.  There will then be a drawing to determine the order of the remaining crews to be submitted to the FHSAA as Batch B.  A representative of the listed crew must attend the random drawing. 
Using the same Batch Method as used for crews, individuals not part of a crew will also be put into Batch A or Batch B.  Regular season referees may be selected to fill positions they worked prior to becoming a referee. i.e., if the official was a wing official prior to becoming a referee, he may be selected to work as a wing official on a playoff crew. There will be random selections by position from the “A” Batches to fill in the open positions in the crews.  After all of the field positions have been filled there will be a random drawing of all remaining officials to determine the alternates.  
If there are any scratches or injuries after the initial random selection process, the open slot will be filled by another random selection of the eligible officials at the position who were not scheduled to work (including alternates).  The FHSAA may supercede our authority and select someone on our behalf.
When seven man crews are implemented, all Batch A crews starting with crew #1 will select from Batch B linesman, line judge and back judge to fill the side judge and field judge positions.  Then crew # 2 will select then crew #3 and so on, until all seven-man crews are filled.   All 7 man crews submitted to FHSAA will be from Batch A crews.
